Sub-Program 1 · 25% of Budget

Institutional Development & Program Management

Establishing the governance backbone of CATSP — coordination systems, accountability frameworks, and the Zambia Agriculture Transformation Trust Fund.

$1.42B Budget 2 Investment Areas 8 Policy Instruments

5 Policy Implementation Instruments focused on strengthening the public sector's ability to deliver critical enabling results. Includes establishing the CATSP Accountability System, enhancing planning and M&E capacity, and regular policy assessments.

3 PIIs for creating and resourcing the ZATTF — the financial engine of CATSP. The Trust Fund has three pillars: ZIRSAT (risk-sharing), ZIFSAT (financial services), and ZINFSAT (non-financial services). The bulk of SP1's $1.42B allocation goes to resourcing this fund.

Sub-Program 2 · 0.1% of Budget

Innovative Financial & Risk-Sharing Facilities

Rolling out 19 financial, risk-sharing, and non-financial facilities through the Trust Fund's three pillars to unlock private investment.

$6.6M Budget 3 Investment Areas 6 Policy Instruments

Agriculture Credit Guarantee Scheme, Index-Based Insurance Facility, Interest Drawback Facility, and Irrigation & Land Development Fund. Four facilities to de-risk agriculture lending.

Seven facilities including Farm Mechanization Facility, Youth Agriculture Loans, Warehousing & Infrastructure Financing, Agro-processing & Export Promotion, and Agriculture Concessional Loans Through Anchor Borrower schemes.

8 non-financial facilities including technical assistance, market information systems, and capacity-building programs to complement the financial instruments.

Agriculture Marketing, Trade & Industry

Market interventions, food safety, trade policy, and agri-food processing — moving Zambia up the value chain.

$734.6M Budget 4 Investment Areas 14 Policy Instruments

3 PIIs covering strategic grain reserves, market stabilization mechanisms, and commodity exchange development to ensure fair prices for farmers and stable food supplies.

4 PIIs for SPS compliance, quality standards, laboratory capacity, and food safety regulation — essential for accessing international markets under AfCFTA and COMESA.

5 PIIs covering trade policy reform, market information systems (AMIC), export promotion, and alignment with regional trade agreements.

2 PIIs focused on value addition and processing — turning raw commodities into finished products to capture more value domestically and create jobs.

Sub-Program 4 · 18% of Budget

Agriculture Research & Production Support

The largest sub-program by number of instruments. Climate-smart agriculture, extension services, youth training, genetic resources, mechanization, and spatial development.

4 PIIs for adapting, developing, and disseminating CSA technologies — drought-resistant varieties, conservation agriculture, and climate-resilient practices.

4 PIIs covering non-CSA technology development and dissemination across crops, livestock, and fisheries.

2 PIIs promoting both private and public extension services for crops, livestock, and fisheries — getting knowledge to the farmer's field.

4 PIIs targeting Zambia's burgeoning youth population (80% of the population). Skills training, entrepreneurship programs, and youth-specific agriculture opportunities.

8 PIIs for production and supply of improved seeds, breeds, and fingerlings across all sub-sectors.

6 PIIs enhancing accessibility, quality, and efficiency of mechanization along the entire agri-food value chain — from planting to processing.

5 PIIs including farm blocks, agriculture corridors, and zone-based development planning. Key investment opportunity for private sector.

4 PIIs enabling production and supply of safe, quality inputs for crops, livestock, and fish farming.

Sub-Program 5 · 15% of Budget

Infrastructure Development

Irrigation, roads, and trade infrastructure — connecting farmers to markets. Zambia has 2.75 million hectares of irrigation potential but only 200,000 under irrigation.

$828M Budget 3 Investment Areas 6 Policy Instruments

2 PIIs to develop irrigation infrastructure. Only 7% of Zambia's irrigation potential is currently utilized — massive opportunity for transformation.

2 PIIs for building and rehabilitating feeder roads and market infrastructure to reduce post-harvest losses and transport costs.

2 PIIs for trade facilitation infrastructure development — border posts, cold chains, and export handling facilities.

Sub-Program 6 · 13% of Budget

Emergency Preparedness, Response & Nutrition

Early warning, disaster response, social protection, and nutrition-sensitive food systems — protecting the most vulnerable Zambians.

$711M Budget 4 Investment Areas 18 Policy Instruments

7 PIIs for early warning systems, strategic reserves, contingency planning, and preparedness training at national, provincial, and district levels.

4 PIIs for rapid response mechanisms through the Disaster Management and Mitigation Unit (DMMU), including crop and livestock relief programs.

3 PIIs for social safety nets, cash transfers, and food-for-work programs targeting the most vulnerable households.

4 PIIs addressing the fact that stunting affects 35% of children under five. Includes dietary diversity promotion, fortification, school feeding, and nutrition education.

Sub-Program 7 · 17% of Budget

Sustainable Management of Natural Resources

Conservation, sustainable land use, water efficiency, and climate-friendly farming. Zambia has 42 million hectares of arable land and receives 160 billion cubic meters of rainfall annually.

$964.7M Budget 2 Investment Areas 6 Policy Instruments

4 PIIs for sustainable land management, forest conservation, biodiversity protection, and climate change mitigation in agriculture.

2 PIIs promoting water harvesting, efficient irrigation, renewable energy for agriculture, and reducing the carbon footprint of farming. The bulk of SP7's $964.7M goes to incentives for farmers practicing climate-friendly methods.
